This is true of auto, home, and life insurance, as well as health insurance. Any company that wants to sell health insurance has to be registered in the state, and many companies are registered in multiple states. But, since each state has it's own laws and regulations around the selling of insurance, insurance companies can only sell the insurance plan they have registered with the state.
