Medicaid is a federal program that is managed and implemented on the state level, it has been traditionally provided to low-income individuals who fall below the poverty line. However it looks as though it will be expanded by PPACA to include those who fall below 200% of the Federal Poverty Line (however there is quite a bit of time between current guidelines and January 1st. 2015). The only other way that you can be exempt is if you are listed as a dependent on someone elses policy.Answered on July 18, 2013flag this answer
