Technically you can if you just stop paying your premiums or call the carrier to terminate your policy. However, you can be stuck without coverage and may have to wait until the next open enrollment period to get new coverage if you terminate your existing health plan outside the annual open enrollment period. Voluntarily terminating your own plan doesn't give you a special enrollment period to apply for another one.
Also, you may be subject to the tax penalty if you go an extended amount of time without any creditable health coverage that meets the ACA minimum requirements.
You should talk with your insurance agent before terminating any coverage and discuss your concerns over why and whether you should cancel it. You just want to be sure you're not putting yourself in a difficult position that may heavily work against you in the future.
