This would be a condition of the rental agreement and is designed to protect from a liability suit against the landlord for a potential claim caused by the tenant. If you do not wish to carry renters insurance you have the option of seeking a different landlord without the requirement. Frankly, they do it in order to make sure that thier interest is protected, namely that if either you or someone you know damages the apartment, the complex knows that there is insurance in place to cover their loss.
