    In a word, yes they can require renters insurance as a condition of their rental agreements.  They do this to protect their interest in the rented property, of course, but it makes great sense to obtain renters insurance even if they don't require it.  Renters insurance protects you and your personal belongings from loss or legel action due to any action for which yo may be held legally liable.
