Most people do not pay any premium for Medicare Part A because they are qualified to receive it at no charge. Free premiums are obtained by paying into Medicare for at least 40 quarters, or being the spouse of someone who did, or being disabled, to name a few ways. For them, the Social Security Administration pays the premium.
