You must be eligible for Medicare Part A to be eligible for Medicare Part B. If you do not qualify for premium-free Part A, you must either be a United States citizen, a permanent resident, or another lawfully admitted resident (with at least 5 years of permanent residency in the U.S.) when you go to apply for Part B. If you don't meet these requirements, you would not be eligible for Part B.
