   The Centers for Medicare & Medicaid Services (CMS) provides all operations and oversight for these two programs and is a part of the Federal government. Medicare is for people who are 65 and over, or for individuals with certain disabilities and Medicaid is designed for low income individuals that would otherwise be unable to afford health care. Medicare only pays for services that are deemed "medically necessary".
