You can apply for a Medigap plan up to 3 months before your Medicare Part B effective date - you must have both Medicare Part A & Medicare Part B to buy a Medigap plan.
Once you have an established Medicare Part B effective date, you will have a 6-month open enrollment period to buy any Medigap plan from any carrier with NO medical underwriting. After this point, you can buy a new Medigap plan whenever you would like (there are no annual enrollment periods for Medigap plans), however, you would have to go through medical underwriting if you don't qualify for a special enrollment period or a guaranteed-issue right.
The best overall time to buy will be your initial open enrollment period when you're new to Medicare and just starting Part B coverage.
