There are two different enrollment penalties.
The first being your Part B enrollment penalty. Basically your monthly premium may go up 10% for every full 12 month period that you could have had Part B, but did not sign up for it. If you or your spouse has group coverage, there would be no need to sign up with Part B until group coverage ends.
Part D penalty is a 1% penalty per month for every month you don't have a Part D plan and you were eligible to have it. Like above, if you have creditable coverage (group coverage), you can delay your Part D enrollment until you lose your group coverage.
