I believe the Medicare levy is a tax for citizens and legal residents of Australia, used to help provide access to healthcare. I don't believe it can be avoided.

In the United States, people pay Medicare taxes (also known as FICA taxes) during their working lives and get access to Medicare benefits when they turn 65 (or earlier for people on disability). FICA taxes are typically deducted from a person's paycheck and everyone is required to pay them.
