Probably the easiest way to find out is visit the Office of the Insurance Commissioner's website http://www.insurance.wa.gov/ There you can look up any company you may be interested in and find if they are authorized to sell in Washington state. You can also check for complaints or any compliance issues the company has faced.
One thing with Washington State and insurance is that approval for sale is on a plan by plan basis, not company by company. An insurance company may have 5 of their 10 offerings approved for sale in Washington, but 5 may not me. Certain types of insurance products are not to be sold in Washington as they do not meet state requirements.
