    Assuming you mean "...when buying a home insurance policy", you need to determine the stability and respective reputations of the homeowner carriers that provide coverage in your area.   I always suggest starting by checking the A.M Best's rating of the insurance companies.  Anyone with a computer can do it or you can ask the independent insurance agents in your area.  I also recommend conducting an internet search for other financial information and complaints on the various carriers.   There are many resources available to do this.
