My husband and I applied for a BCBSTX individual policy. I was denied coverage because I have migraine headaches. I see a neurologist once a year and take 120 mg propranolol daily and a rescue med. which is sumatriptan that I only have to take 1 or 2 times a month.

I have never been to the hospital or ER for a headache and since they are well managed with the meds, my doctor has no further testing planned. I appealed and BCBS then offered me coverage with a rider that excluded anything migraine related AND a 25% rate increase.

My question is why both? Why would I have to pay more for less coverage?
Is it a waste of time to appeal the rider and rate up?

    It is fairly common in many states to "rate up" and exclude a condition. While this does not always seem fair, it is legal and approved by the Department Of Insurance.

    Your recourse? There is an Open Enrollment in October for 2014 effective dates which should cover your pre-existing condition.

    Prior to that time, you could apply with another carrier to see if they would cover the condition, with an added charge. But of course, do not cancel your existing policy until you have written approval and have reviewed all provisions of the contract.

    I realize this was not the answer that solves your dilemma, but in 2014, you might have better luck, especially if you qualify for a federal subsidy.
