As of today no one has to offer health insurance! That will change on January 1, 2015 when employers with 100 or more employees will have to offer health insurance to their employees or pay a penalty (tax).

The Affordable Care Act (ACA) requires employers to offer health insurance to employees and dependents that are children but does not require employers to offer health insurance to spouses of employees.

On January 1, 2016 employers with 50-99 employers will be required to offer health insurance.
