You can get health insurance anytime you want. As an experienced health insurance broker (33 years in the business), this question is quite popular.

During Open Enrollment, you may qualify for a large subsidy that could substantially reduce your rates. If you miss Open Enrollment, off-Exchange plans are offered along with "Special Enrollment Period" exceptions.

Of course, your quotes are always free, regardless where you look.

You can get coverage during the open enrollment period, after that you must have a what's called an SEP. A life event for the Special Enrollment Period which is now until the open enrollment period begins in November.

If you do not qualify to enroll in a plan during SEP you may opt for a short term plan to bridge the gap to the open enrollment period.

You can generally get health insurance coverage during the open enrollment period. You may however still get health insurance outside the open enrollment period if you have a qualifying event. A qualifying event are unforeseen events that prevented you from getting health coverage during the open enrollment period. Things like loosing your employer health coverage will be a qualifying event.
