   The Supreme Court has ruled that the Affordable Care Act is a tax law.  Under that law you can be fined if you do not have health insurance.  There is an implementation schedule and dates have shifted recently.  The idea was to make sure everyone had health insurance so I suspect that there will certainly be pressure on everyone to have a policy.
