When you buy it, the carrier will report your purchase to the federal government. If you don't buy, then nothing will be reported which means you don't have it. If you're eligible for a subsidy, your application goes from the carrier to the IRS, HHS (Health & Human Services) and the Department of Homeland Security. The IRS is hiring 16,500 new agents as a result of the Affordable Care Act. Bottom line - they'll know.Answered on June 7, 2013flag this answer
