    Yes. You would be talking about individual health insurance in this circumstance and as the open enrollment period for individual health insurance closed on March 31, 2014 you would have to experience a qualifying event in order to enroll your child before January 1, 2015.  The most common examples of a qualifying event for this purpose would be marriage, divorce, moving to another state or outside of your current carrier's service area or loss of employer based coverage.

    If a qualifying event is not part of your current situation then you might consider a Short Term Major Medical policy for coverage for your child.  There is minimal underwriting involved with such polices and they are generally quite affordable.  This could be the best bridge to carry you over until the next open enrollment period unless your child would qualify for coverage under Medicaid or the Childrens Health Insurance Program.
