I can only assume by this question you are referring to collecting disability benefits with out owning a disability insurance policy. If so, the answer is probably. If you have worked enough quarters to qualify for Social Security disability and Medicare and your medically diagnosis states you are indeed disabled then you should be able to start collecting benefits.
