   Typically the office of the commissioner of insurance in each state is responsible for overseeing the carriers that operate within their state. This office receive the registration of rates from each carrier, investigates complaints against carriers, amongst other duties. Each carrier that operates in the state is required to provide copies of their coverage documents to the office of the commissioner of insurance.
