    It seems that you are asking about State regulations regarding car insurance and vehicle ownership.  In most states, Motor Vechicle regulations require proof of car insurance as a condition of registering a car.  Without insurance a car can't be registered for road use and if insurance is cancelled, DMV is notified and regisatration will be revoked making it illigal to drive.
