    After the First World War automobiles became more widespread, faster and were involved in more accidents.  Although there was not a legal reason associations formed to share the risk of operating a car.  The risks were basically, to pay for injuries sustained in collisions and to repair vehicles after a collision.  When these associations became big enough they formed into legal companies that could raise money and provide proper administration of the various plans.
