    "Cheaper" in premium or "cheaper" in service provided and claims paid?  No one insurance company will always be the "cheapest" in premium.  If you are looking for the cheapest premium, you best plan on shopping and switching monthly because competitive pricing/positioning is ALWAYS changing.  However if you value appropriate coverage for your station in life, do your research on reputable companies, find an insurance professional you trust and stick with him or her.  It will average out in the long term.  You potentially do yourself a financial disservice at claim time if you elect to go with the cheapest.
