The cheapest auto insurance is the policy that pays the maximum amount when you have a claim.  This policy may not have the lowest premium but it protects you.  At that moment there will not be any other criteria to judge whether the policy was cheapest or not.  You get this kind of insurance from an insurance agent who will listen to you, provide sound financial advice, and communicate clearly with both you and the insurance company.

The best place to go for cheap car insurance is a resource that shops all major companies...not just a few local and national carriers.

Since claim payouts do not substantially vary (in most situations), it's important to have quality coverage at the lowest cost. An experienced and unbiased broker will save you time and money.

Good insurance isn't cheap and cheap insurance isn't good.  The higher the limits and the more coverage you purchase, the more you will pay. Does someone living in an apartment with few assets and an older vehicle need a 5 million dollar umbrella over a 500 thousand dollar auto liability policy?  Not unless he/she is a brain surgeon who lives an extremely frugal life. But think about it, if the apartment dweller mentioned liquidates everything he/she has into a pile of cash, how much would be in that pile?  Let's say $100,000   A lawsuit cannot get blood out of a stone, but the award from a lawsuit one loses can result in one or more liens on current and future income and assets (within limits).   The lower the liability limits one purchases and the more restricted the coverage, the lower the premium.  Never buy insurance by price until you are comparing two identical coverage packages - and then be very wary about the exclusions or differences in the fine print (forms and endorsements) between the policies.  Definitely secure the services of a competent agent or broker that knows their insurance.  The ten or fifteen percent commission you pay them will be worth a hundred times that when you purchase the correct policy based on your exposures.
