Most of the captive companies do not offer non owner polices so my best suggestion to you is to find a local independent agent who deals with multiple insurance companies. Non Owner insurance is liability insurance for your drivers license. It does not cover a specific vehicle. Insurance always follows the vehicle. The owner of a vehicle must maintain insurance and that policy is primary. I know that Progressive and Kemper have some great rates for this type of coverage. But be advised that you need to make sure that you have no vehicle titled in your name. If you have a vehicle titled in your name them a non owned policy will not work. Depending on your state There are other options available.
