    You are asking a question that has no absolute answer. If I can assume this "new driver" has no speeding tickets and no DUI and no drug charges then we are left with the usual questions. Is this "new driver" the primary driver of the auto? Is the car driven to work each day & how far? Is the auto used in business? What type auto is it-a 4 cylinder or 8 banger? All these factors determine the cost for that "new driver"

    Have to be honest with you, there are a number of answers to what appears to be a simple question.  Let me say that a general, and a very general, rule of thumb is that an inexperienced driver will tend to pay more for car insurance than a more experienced one.  Statistically, inexperienced drivers tend to be much more prone to violations and accidents, again, generally speaking, and therefore insurance companies wiull consider them a higher risk.  Without getting into specific case situations, I think that is about the best guide that I can offer and an answer to that question.
