The quick answer is yes they do. Auto insurance claims departments will gather all the information on an accident which include recorded statements from both parties. Pictures and police reports if possible and may even investigate the scene and vehicles in questions. Based upon this information the involved insurance companies will then determine fault in an accident. A letter will be sent to the insureds stating the final determination of the accident.
