   Yes you can purchase liability insurance or a financial responsibility bond.  If you drive you need to have insurance.  Some states require it.  It does not matter if you own a car or not.  A good independent insurance agent can help you find an affordable policy.

   Yes, actually you can.  There is a form of coverage that is called a "Named Non Owner" policy.  This form provides Liability coverage for you while you are driving a car you don't own that is at your disposal and provided to you by the car's owner.
