    This isn’t a legal issue in most states.  The issue would be the potential for loss.  Even if the car is in the barn it can have a loss.  Lightning could hit the barn and destroy the car.  The same is increased when the vehicle is being towed on a road.  In addition to a stray bolt of lightning, there are now other cars and they sometimes tangle with towed cars.  So you can have both a comprehensive and a collision loss on a vehicle that is being towed.
