    Yes, this happens all the time as insured customers find the claim settlement process of a carrier as adequate, they look purchase a policy form a different insurer. Be up front with your agent. Tell him/her why you want a new policy and if claim settlement has or is expected to be an issue. An independent agent can typically 4 or 5 other choices and eliminate your current carrier form the selection process.
