Insurance without a vehicle is available. This is called non-owned auto coverage. Primarily used for people who are trying to get their license reinstated and a condition of reinstatement is you must carry auto insurance. Generally this is minimal coverage and has allot of restrictions so you want to discuss in detail with your agent when you purchase this coverage.
Let me add one other use for Non Owned liability coverage. You work in an occupation where the owner of the business is also the owner of the vehicle you use on a regular basis. Non owned vehicle coverage can play an important role in protecting you. Keep in mind that your employer buys coverage to protect his/her interest not yours.
If you own an auto, and are faced with an employer providing basic coverage then it is called Extended Non Owned Liability coverage. If you do not own any car then it is referred to as Non Owned Liability Coverage (not Extended at that point) Non owned coverage can be a very valuable way of protecting you, your family or guest passengers in your car. Most large employers are not concerned with Uninsured Motorist or Underinsured Motorist Coverage. But you should be. In about 14 % of all wrecks the adverse driver who causes the wreck will have no insurance. so now you need the protection of uninsured and under insured motorist coverage which is not something your employer worries about ( its your life not his or hers) so, be sure you buy a non owned liability policy in these circumstances and match the UM and UIM limits with your liability limit of coverage
