    If you do not have a drivers license you should not be driving a car, it is illegal.  If you own a car and drive you should have insurance.  It would depend on the laws in your state and the insurance company involved to determine whether or not to issue you a policy.

    There are some companies that will allow you to purchase an insurance policy without a driver's license.  Typically you must have another licensed driver listed on the policy as they will exclude you from coverage, but it is feasible.
    Also, if you are looking for physical damage only on the vehicle while it is parked you would not be required to have a valid driver's license.  Talk to a broker to get the full story in your state.
