    In CT anyway, in most cases, the insurance needs to match the vehicle's registration.  There are a couple of situations, however, where you as an individual may be able to purchase insurance for as auto that is not in your name.  For personal insurance, you may be able to obtain "Named Non Owner" coverage.  This doesn't insure the car, but it does provide liability for you while you are driving it.  The other situation is for an auto that is titled and registered to a business.  If you own a business that is set up as a separate entity , namely a Corporation or a Legal Liability Company (LLC) for example, then you can and should obtain insurance for that auto under the company name.
