    A Homeowners Insurance policy provides coverage for losses caused by perils either named in the policy or, conversely, not excluded by the policy.  Asbestos removal, like taking down a damaged or diseased tree is considered property maintenance and this is not a covered peril in a Homeowners' Policy.  Therefore, the cost of maintenance actions such as these and others,  though prudent, are not covered.
