   That depends on which rating service you are looking to for the answers. There are many different groups and services that attempt to provide some insight into the carrier's ability to service the client. I personally would look to these services only to help decide which carriers not to choose. I would contact my friends and family to find out about their experiences with different carriers to help direct me to the one best for me.
