Contact ING and request documents to execute to withdraw money from a retirement plan. It depends if it is an IRA or 401(k) and if you are over 59 1/2 or not.

If you want to withdraw funds from a 401(k) plan you can only withdraw money that you put it or is vested in a company plan. If you take the money out before you reach retirement age you will pay a penalty of, I believe, 10% and have to pay taxes on the income.
You may be better served to take a loan out if it is permitted.
