Renter(Tenant-Homeowner) type policies cover the personal property, additional living expense and personal liability of the person(s) named as insured on the policy. The spouse and/or relatives residing with the named insured are often considered insureds even though not named. Therefore if I understand the question correctly, sub-letters would not be considered "insureds" on a renter's policy and would have to (and should) secure their own coverage.

More than likely not. Insurance policy's are written for a specific person (and ther immediate family member living in the same residence). Transfering a coverage from one insured to another is virtually impossible and have the policy premium be proper for the risk that the carrier assumes for the risk.
