The following is the actual description you get when you Google Medicare HSIP:

HSIP was created to improve access to major surgical procedures (surgical procedures with a 10 day or 90 day global period) for Medicare patients in a HSPA area. To be eligible for the HSIP incentive, a physician must be enrolled in Medicare as a General Surgeon (specialty 02). The HSIP incentive is effective for services provided on or after January 1, 2011, and before January 1, 2016.
