Plumbing is not covered by homeowners insurance. The damage that is caused by water through and accidental circumstance is covered. Ebbing and Flowing water that comes from the outside into the house is not covered by homeowners so you need a flood policy to remedy damage. On the plumbing part of the question think of it this way if an insurance company cannot see the pipes how can they insure it from the beginning. They have no idea what lies beneath and are not going to take on that risk.
