Check with your insurance agent to find out if you have a "named peril" or "all risk" policy. This will help you determine when your water heater is covered under a homeowners policy. Normal wear and tear or maintenance is not covered. However, some companies are now offering a separate home warranty policy that can cover plumbing, electrical, heating and applicances.

If your water heater just wears out then no homeowners insurance will not cover the water heater. If your water heater was to burst for example and water damaged your home then your insurance will cover the damage to the home but still will not cover the water heater. If something outside damages the water heater such as a fire, or falling object then the water heater would be covered.

Typically a water heater will be covered if there is damage from a source OTHER than wear and tear or flood. The damage resulting from a water heater leak is generally covered. The one exception will be mold that forms away from the original water damage sight, if the mold becomes airborne. I would check with your local independent agent to make sure the company he/she selects for you has water damage coverage limits sufficient enough to cover a claim should it arise. Here in NC there are sub-limits to water damage claims.
