If the demise of the tree was naturally occuring then homeowners insurance will not cover the removal. That would be considered a maintenance issue and homeowners insurance doesn't cover maintenance. However if the tree came down on and damaged the home, some coverage would be provided under the debris removal clause of the policy. Lightning damage to trees is also covered by most comprehensive policies, though a low $$ limit of coverage is provided. Check with your local insurance professional.

Typically it will not. This would be considered part of homeowner maintainance in most cases. If you know that the tree is dying and do nothing about trying to prevent it from damaging your home or other property or people you may not be covered under your homeowners policy. Read your policy completely to know what is covered and what the exclusions are or call your local agent to have them go over the policy with you.
