		<description><![CDATA[The premium for a private health insurance plan needs to be paid, but by whom doesn&#039;t really matter.  In most cases the insured will pay their premiums and if the insured has qualified for an advanced premium tax credit (APTC) then that portion gets paid by the government and the insured is responsible for the rest.  

As an experienced agent, I&#039;ve seen scenarios where family members, employers and even friends have paid the premiums of the insured.]]></description>
