		<description><![CDATA[It isn’t unconstitutional for people facing perils to band together and protect themselves.  If it was the pioneers would have never been allowed to build forts to protect their families.  It isn’t unconstitutional for companies to be formed to issue insurance policies.  Some of the strongest financial institutions in the United States are insurance companies.  To some insurance might have the appearance of gambling which is illegal in some states.  The Supreme Court has ruled several times that the activities of insurance companies are constitutional. ]]></description>
