I would say more than likely not because a drivers license number is needed in order to set up an autoo insurance policy in most states and cases. I am making the assumption that you are currently living with your parents' so my recomendation would be to have a conversation with their Insurance Professional. The car could be registered in a paren't name and added to their policy for now, then, if it was beneficial to all of you, after you receive your drivers' license, the title could then be transferred to you which would then require you to have your own policy in most states.

Based on my education and experience thus far in the industry, I would have to say that no you would not be able to secure insurance as the sole insured on the policy. You should be able to be added to an existing auto policy in the household until you are able to secure your regular license.
