		<description><![CDATA[Presently, fixed annuity rates are paying 2.95% guaranteed for five years and 3.25% for ten years. The spread is only 35 basis points for double the time period. Not a good deal for consumers if rates go up. And keep in mind that ten year annuities generally have heavy surrender charges, so it would be punitive to move them in a rising interest rate market.
