There are many things that the insurance industry uses for rating factors. Your age your credit your driving history. In some states your sex also plays a factor in rating. In Montana the rates are not affected by your sex. Also some states being married or single makes a difference also.

The biggest rating factor with many carriers are the amount of claims and accidents and population in the area you live in.

Example would be here in the town I live in there are many DUI and accidents but 22 miles away in a smaller town and les accident and claims the rates are lower.
