Anyone can go to the ER (emergency room) regardless of whether you have health insurance or not. Bear in mind the ER is not required to treat you (except in the case of life threatening medical conditions) unless you have the ability to pay your bill. EMTALA rules require hospitals to treat medical emergencies without first verifying if you have insurance or not.
