    Yes it is possible to have auto insurance if you do not own a vehicle. This is called non owned auto coverage. Insurance like this is generally issued for those trying to get their license back after a suspension but could also be purchased if you wish your insurance to not gap. Talk to your local independent agent who can find you a insurance carrier that offers non owned auto coverage.

    Yes!  It's called a named non-owner policy, and it provides liability coverage only.  No physical damage coverage is provided but it protects you with liability and it also gives you the appearance of having had continuous coverage.  This is a very important factor in rating your policy when you do buy a car later on, and many people get these policies if they're selling their car but it will be some time before they get a new one.
