   Unless you are an employer or contractor with a need to know, or there may be other situations like a school or non-profit when allowing a parent to drive children for example with requirements to show proof of insurance there is no way for any individual to just find out if someone else is insured. This is propitiatory information. So unless you have a situation where there is a need to know, you are not going to know.
